Front Road Storm Sewer Reconstruction

The Related Study

The Town of LaSalle retained Stantec Consulting Ltd. to complete the preparation of a Stormwater Master Plan (SWMP) reviewing all of the drainage system with a direct connection/discharge point into the Detroit River and the associated Municipal Class Environmental Assessment (EA) Study. 

The main goal of the SWMP is to find ways to improve infrastructure to reduce the risk of flooding and protect both public and private property, while also considering the natural environment. All work as part of the Front Road SWMP is partially funded by the Government of Canada through the Disaster Mitigation and Adaptation Fund (DMAF).  

The project is divided into three Stages, with each stage covering a different stormwater catchment area within the town: 
 
• Stage 1 - catchments along Front Road between Turkey Creek and Gary Avenue, (July 2021 to April 2023); 
• Stage 2 - catchments serviced by the Marentette Drain, (May 2023 to July 2025); 
• Stage 3 - catchments along Front Road between Victory Street and Malden Road (July 2025, currently under review.

The study is being conducted in accordance with the requirements of Approach 2 of the Master Planning process, as outlined in the Municipal Class Environmental Assessment (MCEA) document (October 2000, as amended), under Ontario’s Environmental Assessment Act. As part of this approach, the SWMP will also address Phases 1 and 2 of the MCEA Process as a Schedule ‘B’ project.

The LaSalle Detroit River Storm Sewer Outfalls Stage 1 and 2 Master Plans are complete. The Town is moving into the reconstruction phase for Stage 1, and also beginning preparation of the Stage 3 LaSalle Detroit River Storm Sewer Outfalls Master Plan (SWMP).

Stage 3 focuses on improvements to the catchment area of Front Road between Victory Street and Malden Road.

Public Information Centres (PICs) provide a project overview, resources, timelines, and opportunities to provide feedback over the project duration. 

PIC 1 – Project introduction for all three stages – June 15, 2021; 

PIC 2 – Stage 1 alternative solutions – June 29, 2022; 

PIC 3 – Stage 2 alternative solutions – June 20, 2023; 

PIC 4 – Stage 3 alternative solutions – July 30, 2025.

Reconstruction Project Overview

  • Installing underground stormwater pipes, storm chambers/manholes, and catch basins.
  • Building new pump stations at G. Craig Park and near the Riverdance building west end of Adams Lane. 
  • Work on the pump stations is expected to begin construction in early 2026. 

Project Timeline - Stage 1

The Front Road Storm Sewer Reconstruction project is scheduled to begin, Tuesday, March 3. The reconstruction area includes the section of Front Road from Boismier Avenue to Reaume Road. Major traffic delays are expected. Alternate routes should be considered, as well as adding extra travel time. Detour signs will be posted to help guide traffic.

Throughout the project, traffic lanes will be reduced from four (4) to two (2) lanes, and turning restrictions will be in place.

Lane Restrictions – starting March 2

Beginning Monday, March 2, Front Road from Lafferty Avenue to Boismier Avenue will be reduced to 2 lanes of traffic. One lane will remain open in each direction.

Intersection Closures

The following intersections with Front Road will be temporarily closed:

  • Maple Avenue
  • Kenwood Avenue
  • Delaware Avenue
  • Sacred Heart Drive
  • Boismier Avenue

Business Access

Access to businesses along the corridor will remain open; however, temporary closures may occur as construction progresses. The contractor (JJ Lepera) will provide alternate access options when needed.

Project Timeline

This section of the project is expected to take a minimum of two months. Additional work near Reaume Road is scheduled to begin in mid-March. Further updates will be provided as that work approaches. We thank you for your patience while the work is in progress.
